Hon. Alfonse Chigamoy Owiny-Dollo

Chief Justice of Uganda

His Lordship holds a Bachelor of Laws from Makerere University and a Diploma in legal practice awarded by the Law Development Centre of Kampala.

He played a critical role as legal counsel in the peace talks between the Uganda People’s Democratic Movement and the Government of Uganda, having taken part in drafting the Ugandan Constitution of 1995.

He also served as a member of Parliament from 1996 to 2001. He also holds a Master of Arts in Conflict Resolution awarded by the University of Bradford in the United Kingdom. The Chief Justice also has a Certificate in advanced conflict mediation skills awarded by the Centre for Conflict Resolution, South Africa.

In 2008, he was appointed as the Judge of the High court and he served in that capacity untill 2015.

In August 2017, he was appointed to the post of the Deputy Chief Justice and the head of the Court of Appeal as well as the head of the Ugandan Constitutional Court. His Lordship, Justice Alfonse Owiny-Dollo, was appointed Chief Justice of Uganda on 20 August 2020.

In recognition and amplification of the important role that judiciaries play within the regions, the Southern and Eastern Africa Chief Justices’ Forum (“the Forum”) was established in 2003 to, among other things, uphold the rule of law, democracy and independence of the courts and to promote contact as well as co-operation among the courts in the regions of its operation.
